1929 – 2025
It is with sadness that we announce the passing of Francis (Frank) Thomas Watters, husband of the late Lucille Miville-Deschênes. Born in North Bay, Ontario on July 9, 1929, he passed away at the age of 95 years and five months on January 5th at Pierre-Boucher Hospital in Longueuil, surrounded by his children and grandchildren.
Frank had a long career in the financial sector, beginning as teller at the Imperial Bank of Canada in North Bay. In the early 1960s, he joined what is now the Business Development Bank of Canada (BDC), retiring in the late 1990’s as Vice-President. He returned temporarily as ombudsman and for short mandates as a consultant to development banks in Cameroon, Morocco, Bosnia and Romania. During his retirement, he also provided consulting services to several companies in Quebec and elsewhere.
A keen sportsman, Frank enjoyed track and field and basketball in his youth, then tennis, golf, cross-country skiing and squash. His passion in recent years was genealogy, which allowed him to reach out to many distant cousins.
Frank is survived by his children, Kathleen, Doreen (Maurice Chartrand) and John (Robert Paquette), his grandchildren, Valérie Chartrand (Patrick Fournier), Éric Chartrand and Marie-Claire Chartrand (Pier-Luc Boucher), his four great-grandchildren, Jesse Boucher, Abigail Boucher, Florence Boucher and Samuel Fournier, his partner of recent years Mary McKenna-Dionne and her family, as well as many cousins, nephews, nieces and friends.
The family would like to thank the dedicated staff at Pierre-Boucher Hospital, as well as the entire palliative care team at CLSC des Patriotes, for their dedication, compassion and support.

The family will receive condolences on January 31st starting at 9:30 a.m. at the Urgel Bourgie Funeral Home at 1559 rue de Montarville, in St-Bruno. The funeral will be held at 2 p.m. at the Paroisse St-Bruno, at 1668 rue de Montarville. The family invites you to a light snack afterwards.
